Key Responsibilities:

  • Ensure employee records are accurate and payroll data is processed in compliance with local laws and company policies, including preparing reports on work hours, leave balances, and headcount.

  • Manage and register vacation balances, vacation orders, sick leaves, unpaid leaves, and other absence documentation.

  • Ensure accurate and timely payroll transactions for the assigned employee group.

  • Create and maintain complete personnel records in databases, personnel files, EMAS, and related platforms.

  • Conduct recruitment, onboarding, and offboarding processes.

  • Track and support new employees during their probationary period.

  • Generate HR reports, analytics, and dashboards to support management decisions.

  • Support strategic HR initiatives, including learning and development, performance management, talent management, succession planning, and employee engagement programs

  • Support employee relations by addressing workplace concerns and facilitating conflict resolution in line with company policies.

  • Administer and act as primary contact for employee benefits (mobile communication, discounts, insurance programs, transportation, etc.).

  • Coordinate issuance of employee bank accounts and salary cards.

  • Perform other HR and payroll-related tasks assigned.

Requirements:

Qualifications and Experience:

  • Bachelor’s degree in human resources, Business Administration, or a related field.

  • 3-5 years of experience in HR operations, HR administration, recruitment, and other core HR functions.

  • Strong knowledge of the Labor Code of the Republic of Azerbaijan and HR best practices.

  • Proficiency in preparing HR documentation, reports, and employee records.

  • Strong understanding of payroll inputs, employee benefits, leave management etc.

Technical Skills:

  • Experience working with HRIS/HRMS systems.

  • Good working knowledge of Microsoft Office (Word, Excel, PowerPoint).

  • Familiarity with recruitment platforms, assessment tools, and performance management systems.

Core Competencies:

  • Strong attention to detail and accuracy, with excellent problem-solving and analytical skills.

  • Effective negotiation, communication, and organizational abilities.

  • Ability to manage multiple tasks and prioritize effectively.

This position combines structured documentation work with field engagement—supporting inspections, toolbox talks, training activities, and ensuring continuous and accurate communication between office and project teams. Key responsibilities Maintain and update all HSE documentation, registers, and databases (induction logs, incident reports, inspections, permits, PPE records). Ensure version control and structured filing of HSE procedures, checklists, and risk assessments. Track employee documentation: medicals, HSE certificates, inductions, and competencies. Prepare daily, weekly, and monthly HSE reports for internal use and client submissions. Support the preparation of HSE Monthly Inspection Checklists and HSE Monthly Reports. Collect, consolidate, and monitor completed HSE inspection checklists from the HSE team. Record all non-conformities in the NCR register and track closure of corrective actions. Participate in site inspections and audits with the Project or Corporate HSE Manager. Monitor PPE compliance, unsafe acts/conditions, and housekeeping on site. Support internal/external audits and client safety inspections by preparing documentation. Organize and conduct toolbox talks, inductions, and awareness campaigns. Gather site data (attendance, violations, photos, checklists) for reporting. Ensure incident reporting templates are correctly filled and submitted on time. Maintain emergency equipment records and drill documentation. Register workers for mandatory HSE training and maintain training records. Relay information between project HSE team, subcontractors, and head office. Assist subcontractors with documentation submissions and compliance checks. Execute instructions from the Project or Corporate HSE Manager and report completed tasks promptly. Requirements Qualifications and Experience Bachelor’s degree in engineering, Environmental Science, Occupational Health & Safety, or related field. Minimum 1–3 years of experience in an administrative or HSE support role (construction or fit-out projects is an advantage). Technical Skills Proficiency in Microsoft Office (Word, Excel, PowerPoint). Good understanding of Azerbaijan’s local HSE legislation and regulatory requirements. Basic understanding of on-site construction safety requirements and PTW systems. Core Competencies Excellent verbal and written communication skills.
